Stormwater runoff has been identified as one of the largest contributors to water pollution. It carries sediment, pesticides, spilled oil, and bacteria into surface waters. The increase in contaminated storm water runoff prompted the EPA to implement the Storm Water Phase II regulations, which apply to operators of regulated small Municipal Separate Storm Sewer Systems (MS4). 28 communities in Maine became subject to those regulations in 2003.

Aquarion Engineering Services is currently assisting eight MS4 communities in both Maine and New Hampshire with Storm Water Phase II compliance. In addition, Aquarion Engineering Services is actively involved in the Portland Interlocal Storm Water Working Group, which is a stakeholder group of municipal, and public organizations that are impacted by the Storm Water Phase II requirements in the greater Portland area. Aquarion Engineering Services personnel also participated in the Maine Storm Water Task Force that reviewed the Maine Storm Water Regulations (Chapter 500).

Stormwater Phase II Compliance Case Studies
Town of Newington NPDES Storm Water Phase II Waiver—Newington, New Hampshire
Aquarion assisted the Town of Newington, New Hampshire in requesting a Stomwater Phase II waiver from the USEPA. We requested the waiver on the basis that approximately only 10 percent of the town’s urbanized area (0.2 square miles) discharges stormwater, and that an inspection of the area revealed minimum potential for stormwater to become polluted. The Town of Newington received the waiver request.
 
Southern and Central Maine Communities
Aquarion Engineering Services prepared five year stormwater management plans for Kittery, Eliot, South berwick, Berwick, Auburn, and Sabattus. We have been retained to assisit these communisties in implementing their plans. Aquarion Engineering Services prepares public education pieces, coordinates with area schools and non-profit groups, assists with infrastructure mapping, and develps processes for municipalities to comply with the regulations.
Guidlines and SOPs for Stormwater Phase II Communities
Aquarion Engineering Services prepared the guidance manual for Maine Stormwater Pahse II communities. Aquarion Engineering Services provided technical support and acted as primary author in cooperation with the Casco Bay Estuary Partnership, the Interlocal Stormwater Working Group, and seven other municipalities.
